Fanie Cloete is a senior research fellow at the Centre for Policy Studies at the Business School of the University of the Witwatersrand, P. O. Box 98, Johannesburg, 2050, Republic of South Africa. He is also an advocate of the Supreme Court of South Africa. Dr. Cloete is currently co-editing a book entitledPolicy Options for South Africa in the Nineties.
