This paper analyzed the soft system characters of construction projects and the applicability on using Soft System Methodology
(SSM) for risk analysis after a brief review of SSM. Taking a hydropower project as an example, it constructed the general
frame of project risk management planning (PRMP) and established the Risk Management Planning (RMP) system from the perspective
of the interests of co-ordination. This paper provided the ideas and methods for construction RMP under the win-win situation
through the practice of SSM.
